Experience:
Andrew is a senior lawyer with extensive experience of energy projects, infrastructure transactions and PFI/PPP Projects.

In recent years he has focused principally on the healthcare, education, and energy/sustainable development sector. He has acted for several UK Government departments including the Department of Health (DH) in relation to NHS franchising, the Department for Education and Skills (DfES) in relation to the Local Education Authorities (LEA) outsourcing programme, and the Medical Research Council (MRC) in relation to establishment of the UK DNA database and stem cells database.

Andrew acts for several NHS Local Improvement Finance Trust (LIFT) private consortia and has successfully closed more than 20 new LIFT projects as well as community hospital and hospital retail mall projects.

Andrew is a panel member of DH's Community Health Partnerships (CHP) legal working group of LIFT and of the Nuclear Industry Association's "road map" legal working group on nuclear new builds.

Andrew has written extensively both for legal journals and stand-alone publications.

Andrew joined Speechly Bircham in 2009 from Shadbolt LLP where he was a partner in both their Projects and Construction departments. He obtained his law degree from Oxford and LLB from Cambridge.
